Saw this on the quayside at Padstow. I think it might be a post box for fisherman. Something to do with declaring how many fish caught/how many hours been fishing as part of some bizarre EU directive? Not entirely sure. Any ideas anybody? Reminded me of something you would see in an Ealing comedy film.
